A new policy effective July 31, 2025, marks a major breakthrough for internationally trained physicians.
Until now, practicing medicine in Québec has been a long, complex, and expensive journey—especially for international doctors. But as of July 31, 2025, you now only need ONE work permit instead of two.
This streamlines the process, reduces wait times and costs, and lowers the risk of refusal for physicians coming to Québec to work in underserved medical regions.
🔑 Summary of the New Policy:
If you are recruited by the Québec health system to work as a physician in a designated underserved area, you can now apply for a C10 work permit valid for up to 5 years.
The work permit will cover both:
- The clinical assessment/adaptation period (first 13 weeks in a recognized training facility), and
- The official practice period in a public hospital or medical institution in Québec.
📌 What do internationally trained doctors need to qualify?
You must prepare four key components of your application:
- Approval from the Collège des Médecins du Québec (CMQ)
– The CMQ will review your academic qualifications and professional experience to allow you into the clinical assessment phase. - An official job offer from Santé Québec
– Including:
• A formal employment letter from a public hospital
• A financial support agreement (the province covers some evaluation and practice costs) - Valid immigration medical exam results
- A complete C10 work permit application
– Submitted online (preferred) or at the port of entry, if eligible
🗂️ Step-by-Step Process:
Step 1: Credential and experience assessment
Submit your academic background and work experience to CMQ. Exams or additional documents may be required.
Step 2: Find a job in an underserved region
Apply to public health employers in Québec and attend interviews.
Step 3: Sign a financial support agreement with Santé Québec
This is a mandatory requirement to qualify for a restrictive practice permit.
Step 4: Apply for the C10 work permit
Your application must include:
• CMQ approval letter
• Official job offer
• Financial support agreement
• Location details: both the assessment facility and the eventual practice site (if different)
Step 5: Arrive in Canada and begin the 13-week assessment phase
If successful, you transition into full practice within the designated institution.
