Open Work Permit applicants will need to take an English/French test 2026

IRCC has just released a new draft:
👉 Certain streams under the International Mobility Program (IMP) – especially Spousal Open Work Permit (SOWP) – will soon require applicants to submit valid IELTS/CELPIP or TEF/TCF test results when applying.

What this means:

  • No more “free pass” for SOWP: applicants must prove language proficiency at least CLB 5–7, depending on the occupation.

  • Test results must be less than 2 years old.

  • Expected rollout: 2026/2027, after official publication in the Canada Gazette.

Why is IRCC tightening the rules?
✔ To prevent misuse of fake marriages to obtain work permits.
✔ To ensure workers can integrate and contribute effectively.
✔ To align with PR pathways, since language is already a key factor for Express Entry.

Who will be affected?

  • Spousal Open Work Permit (SOWP): almost certain.

  • PGWP, BOWP, Intra-company transferees, FTA professionals: likely exempt, but not 100% confirmed.

  • Francophone Mobility Program: already requires NCLC 7.

💡 SICON’s advice:
If you or your spouse are planning to apply for an SOWP/Open Work Permit in 2026–2027, start preparing for IELTS/CELPIP now.

  • Scoring CLB 7+ will not only secure your work permit but also fast-track your PR pathway.

  • Don’t wait until the new rule is in place – test slots in Canada fill up quickly.

⚠️ This is the biggest policy shift ever for open work permits. Those who don’t prepare will fall behind.
