Open Work Permit applicants will need to take an English/French test 2026
IRCC has just released a new draft:
👉 Certain streams under the International Mobility Program (IMP) – especially Spousal Open Work Permit (SOWP) – will soon require applicants to submit valid IELTS/CELPIP or TEF/TCF test results when applying.
What this means:
- No more “free pass” for SOWP: applicants must prove language proficiency at least CLB 5–7, depending on the occupation.
- Test results must be less than 2 years old.
- Expected rollout: 2026/2027, after official publication in the Canada Gazette.
❓ Why is IRCC tightening the rules?
✔ To prevent misuse of fake marriages to obtain work permits.
✔ To ensure workers can integrate and contribute effectively.
✔ To align with PR pathways, since language is already a key factor for Express Entry.
⚡ Who will be affected?
- Spousal Open Work Permit (SOWP): almost certain.
- PGWP, BOWP, Intra-company transferees, FTA professionals: likely exempt, but not 100% confirmed.
- Francophone Mobility Program: already requires NCLC 7.
