NEW PATHWAY TO PR FOR FRANCOPHONE INTERNATIONAL STUDENTS IN CANADA – FMCSP

📌 OFFICIALLY LAUNCHED: On June 27, 2025, Immigration, Refugees and Citizenship Canada (IRCC) announced a new pilot program called the Francophone Minority Communities Student Pilot (FMCSP) – a dedicated STUDY → IMMIGRATION pathway for French-speaking international students studying outside the province of Quebec.

🎯 FMCSP OBJECTIVES:

  • Attract French-speaking international students to post-secondary institutions located in Francophone minority communities across Canada (excluding Quebec)
  • Improve student retention after graduation through accessible immigration pathways
  • Provide a clear and fast route from temporary residence → permanent residence (PR) for eligible students

WHO IS ELIGIBLE FOR FMCSP?

This program may be for you if you:

  • Are an international student currently outside Canada and planning to apply for a study permit
  • Are capable of studying in French
  • Intend to attend a post-secondary Designated Learning Institution (DLI)
  • Choose a school located outside Quebec
  • Do not need to provide English language test scores (IELTS not required), but must demonstrate sufficient French proficiency to pursue studies

🎓 WHICH SCHOOLS ARE ELIGIBLE?

You must choose:

  • A post-secondary institution (college or university)
  • Located in provinces such as Ontario, New Brunswick, Alberta, Manitoba, British Columbia…
  • Offering programs taught in French
  • Listed as a Designated Learning Institution (DLI) by IRCC

  • Université de Moncton (New Brunswick)
  • Université de Hearst (Ontario)
  • Collège Boréal (Ontario)
  • Campus Saint-Jean – University of Alberta

📋 REQUIRED DOCUMENTS FOR FMCSP STUDY PERMIT APPLICATION:

  • Letter of Acceptance (LOA) from a French-language institution
  • Most recent diploma and transcripts
  • Proof of French proficiency (e.g. DELF B2 or higher, TCF, TEF, or official letter from a French-language high school)
  • Study plan written in French or English
  • Financial documents showing sufficient funds
  • Letter of explanation detailing your fit for the FMCSP program

🧭 TYPICAL STUDY → IMMIGRATION PATHWAY:

  1. Apply for a study permit under the FMCSP stream
  2. Complete your studies in Canada (college or university)
  3. Graduate → Apply for a Post-Graduation Work Permit (PGWP) – up to 3 years
  4. During PGWP:
    • Work full-time
    • Accumulate skilled work experience
    • Apply for permanent residence through French-speaking priority pathways such as:
      • Express Entry – Francophone Stream
      • Rural and Northern Immigration Pilot (RNIP)
      • Ontario PNP – French-Speaking Skilled Worker Stream
  5. Settle permanently in Canada with your family
