IRCC Extends Open Work Permit Policy for PNP Applicants Until the End of 2025
On November 7, 2025, Immigration, Refugees and Citizenship Canada (IRCC) announced the extension of its temporary policy that allows foreign workers in the Expression of Interest (EOI) pools of Provincial Nominee Programs (PNP) to apply for an Open Work Permit. The policy, previously set to expire on December 31, 2024, is now extended to December 31, 2025.
Core Features of the Policy
Eligible individuals can apply for an Open Work Permit of up to two years if they meet the following conditions:
- They are currently working in a Canadian province or territory.
- They have received a support letter from the province or territory where they live.
This measure allows applicants to maintain legal status and continue working while waiting for their provincial nomination or permanent residence decision.
Participating Provinces and Territories
To take part, provinces must sign a Letter of Intent (LOI) with IRCC. As of now, the participating jurisdictions are:
- Manitoba
- Yukon
Note: Alberta is no longer part of this policy. However, workers in Alberta who received a support letter before December 31, 2024 remain eligible to apply for an OWP under this extension.
