INDIVIDUAL CANCELLATION OF VISAS, WORK PERMITS & STUDY PERMITS
On November 4, 2025, Immigration, Refugees and Citizenship Canada (IRCC) released new guidance regarding the individual cancellation of temporary resident documents, including visitor visas, eTAs, work permits, and study permits.
This update reflects the new regulatory authority effective January 31, 2025, under amendments to the Immigration and Refugee Protection Regulations (IRPR).
🔍 KEY DETAILS
Under the new guidelines, IRCC officers now have the authority to cancel temporary resident documents on a case-by-case basis, rather than only in broad or severe situations as before.
Documents subject to cancellation include:
- Electronic Travel Authorization (eTA)
- Temporary Resident Visa (TRV)
- Work Permit
- Study Permit
⚠️ WHEN CANCELLATION MAY OCCUR
A permit or visa may be cancelled if IRCC determines that:
- The applicant provided false or misleading information in their application.
- The individual no longer meets the conditions of their authorized stay (e.g., a student is no longer enrolled, a worker is performing unauthorized work, or the person overstays).
- There are grounds to believe the person is inadmissible to Canada due to security, health, criminality, or immigration violations.
IRCC noted that more serious cases — such as national security threats or systemic fraud — will be addressed in a separate, forthcoming update.
💡 IMPLICATIONS FOR FOREIGN NATIONALS IN CANADA
This policy signals IRCC’s move toward tighter oversight of individual temporary resident statuses and greater discretionary power for immigration officers to ensure integrity and transparency in the system.
In practice, this means that even if a visa or permit has been issued, it can still be revoked later if a violation or misrepresentation is discovered.
