Immigration Program for Home Care Workers 2025 – 2,750 PR Spots

📢 Canada’s Immigration Minister, Marc Miller, has announced a new pilot immigration program for Home Care Workers (Home Care Worker Immigration Pilot – HCWP), aiming to grant Permanent Residency (PR) to 2,750 home care workers. Notably, 150 spots will be reserved for workers who are currently in Canada without legal status.

🔹 Two application streams under HCWP:
✅ Workers in Canada stream: For Home Care Workers already working in Canada who want to apply for permanent residency.
✅ Applicants not working in Canada stream: For foreign applicants who wish to come to Canada to work in the home care sector.

⏳ Application Timeline:
📅 Starting March 31, 2025, IRCC (Immigration, Refugees and Citizenship Canada) will only accept applications through the Workers in Canada stream initially. The application timeline for foreign applicants outside Canada will be announced later.

📌 Eligibility Requirements for HCWP:
🔹 Work Experience:
✔️ At least six months of work experience in home care (either in Canada or abroad); OR
✔️ A home care-related training credential of at least six months.

🔹 Language Proficiency:
✔️ English: CLB 4 or higher (Canadian Language Benchmark).
✔️ French: NCLC 4 or higher (Niveaux de compétence linguistique canadiens).

🔹 Job Offer Requirements:
✔️ From a Private Household; OR
✔️ From an Organization that directly hires full-time Home Care Workers to provide short-term or occasional care.

💡 Note: Job offers from Recruitment Agencies will not be eligible.
💡 A Labour Market Impact Assessment (LMIA) is not required for a job offer to be valid under HCWP.

Minister Marc Miller emphasized that the HCWP will not only help address Canada’s labor shortages but also serve as a “stepping stone” to prove that regularization programs are effective.

In addition to HCWP, Canada is also introducing a new program for 6,000 undocumented construction workers, allowing them to regain legal status and apply for PR. This initiative is crucial in addressing labor shortages, especially in the construction sector and the ongoing housing supply crisis.
