LATEST UPDATE: EMPP Program Extended Until December 31, 2025
On October 8, 2025, Immigration, Refugees and Citizenship Canada (IRCC) officially announced:
➡️ The Federal Economic Mobility Pathways Pilot (EMPP) – a permanent residence program for refugees with skilled work experience – has been extended by six months, from its original expiry date of June 12, 2025, to December 31, 2025.
➡️ At the same time, IRCC has introduced a new intake cap for the Job Offer Stream, limiting it to 950 complete applications.
🧭 Why this matters
The EMPP program allows refugees or individuals with recognized refugee status to use their work experience and professional skills to immigrate to Canada through a legal employment pathway.
This is a groundbreaking humanitarian initiative that combines:
- Canada’s refugee protection policy, and
- The economic immigration system for skilled workers.
With the new limit of 950 complete applications, IRCC will close the intake immediately once the cap is reached, without waiting until December 31, 2025.
