CANADA EXTENDS OPEN WORK PERMIT UNTIL 2026 FOR TR TO PR APPLICANTS

On October 6, 2025, IRCC officially updated the temporary public policy that allows the issuance of Open Work Permits (OWPs) for applicants under the Temporary Resident to Permanent Resident (TR to PR) Pathway.

🔍 Policy Overview

The original policy, introduced on July 4, 2021, aimed to help individuals already in Canada continue working legally while awaiting their permanent residence results.

A replacement version was later issued on April 21, 2022, effective June 6, 2022, which continued to authorize open work permits for this group of applicants.

🆕 2025 Update Highlights

IRCC has now extended and expanded the policy with two key changes:

1. Extension until December 31, 2026
   The validity of Open Work Permits for TR to PR applicants has been extended until the end of 2026, reducing the need for repeated renewals.
   This minimizes administrative burdens and lowers the risk of work interruptions while waiting for PR approval.
2. Expanded eligibility for family members abroad
   For the first time, eligible family members of TR to PR applicants who are outside Canada may also apply for an Open Work Permit.
   This change promotes faster family reunification and reflects Canada’s humanitarian and flexible immigration approach.

• TR to PR applicants will not need to renew their work permits until the end of 2026.

• Family members (spouses and dependent children) can now apply for an Open Work Permit even if they are outside Canada, helping families settle together sooner.

• Employers benefit from workforce continuity and fewer disruptions while employees await PR approval.
