UPDATE FROM IRCC – ON SPONSORSHIP AGREEMENT HOLDERS (SAH) 2025
On September 29, 2025, IRCC (Immigration, Refugees and Citizenship Canada) announced new guidelines regarding changes to the status of Sponsorship Agreement Holders (SAH), which will affect sponsorship applications currently being processed.
🔎 What is a SAH?
A SAH (Sponsorship Agreement Holder) is an organization authorized by IRCC through a formal agreement to sponsor refugees to Canada.
SAHs are often faith-based organizations, community associations, or non-profit groups with sufficient financial and human resources to undertake sponsorship commitments.
They may sponsor refugees directly or work in partnership with Constituent Groups to fulfill their obligations.
📌 New changes from IRCC
IRCC stated that the agreement status of a SAH may change in certain cases, such as:
- Suspension: The SAH is temporarily not allowed to submit new applications.
- Restriction: The SAH may only process a limited number of cases or within specific parameters.
- Termination: The sponsorship agreement is revoked, and the SAH can no longer operate.
IRCC also outlined the criteria that may lead to a status change, for example:
- Failure to meet financial or administrative requirements.
- Misconduct during the sponsorship process.
- Failure to provide adequate settlement support to sponsored refugees after arrival in Canada.
📍 Impact on applications in process
If a SAH’s status changes, applications submitted through that SAH will be directly affected.
For example: applications may face delays, undergo reassessment, or, in the case of termination, may no longer be valid.
IRCC will provide specific guidance on each application, but in some cases, the sponsored individual may need to find another SAH or transition to a different sponsorship pathway.
