CICC CRACKS DOWN ON ROGUE IMMIGRATION CONSULTANTS – CLIENTS BE AWARE

In recent months, the College of Immigration and Citizenship Consultants (CICC) has ramped up disciplinary action against individuals violating professional standards in Canada’s immigration consulting field. Several licenses have been suspended, restricted, or permanently revoked.
📌 Notable cases include:
- Rajesh Randev (Vancouver) – license permanently revoked (May 2025)
- Joginder & Harinder Kang (Delta, B.C.) – multiple complaints; one banned, the other restricted
- Mala Sharma-Singh (Ontario) – temporarily suspended since June
- Rishi Kumar Mittal (Alberta) – license under practice restrictions
💬 According to Neera Agnihotri, a licensed RCIC and Director of One Voice Canada:
“Many continue operating after having their license revoked by using a relative’s name or fronting with someone else’s credentials. They exploit clients’ lack of knowledge and vulnerable situations.”
⚠️ LMIA scams are especially rampant, where people are charged tens of thousands of dollars with fake promises of guaranteed approval—even when the case is legally non-viable.
🚨 WATCH OUT FOR GHOST CONSULTANTS
The bigger threat is from “ghost consultants”—unlicensed individuals who are not RCICs, lawyers, or members of any legally authorized body.
👉 These individuals operate illegally. They’re unregulated, owe no ethical duty, and you have no legal recourse if they defraud you.
Common tactics include posing as “legal assistants,” claiming to “have contacts in the system,” or boasting of “successful cases” to win your trust—only to take your money and either submit nothing or file incorrect applications. That can lead to visa refusals, lost opportunities, or even bans.
📎 Under Canadian law, only three types of representatives are legally allowed to charge money and represent clients:
- RCICs licensed by CICC
- Lawyers who are members of a Canadian Law Society
- Notaries in Québec
