Quebec Suspends Invitation Letters for CSQ Holders in 2025
📅 Update from IRCC – July 16, 2025
As of January 16, 2025, Quebec’s Ministry of Immigration (MIFI) has stopped issuing Invitation Letters for individuals holding a Certificat de sélection du Québec (CSQ) who are currently residing outside of Quebec and seeking a work permit under R205(a) – A76 of the International Mobility Program.
👉 Letters issued before January 15, 2025, remain valid.
Applicants have 90 days from the issuance date to submit their Work Permit application under this program.
⛔ After January 16, 2025, MIFI no longer issues new invitations, effectively closing the pathway for CSQ-based work permit applications from outside Quebec.
If you:
🔹 Hold a valid CSQ but no longer live in Quebec, and
🔹 Received an Invitation Letter from MIFI before January 15, 2025
