Canada removes 178 programs and adds 119 new fields of study eligible for PGWP starting 2025

IRCC has just released a major update to the list of Post-Graduation Work Permit (PGWP)-eligible programs — a significant move aimed at filtering non-degree programs based on labour market needs.
🔍 Key changes:
✔️ 119 new programs added, focused on:
- Healthcare & social services
- Education (added for the first time ever)
- Skilled trades & applied technical fields
❌ 178 programs removed, primarily in:
- Transportation
- Agriculture
- Environmental and natural resource studies
📌 Who is affected?
- International students enrolling in non-degree programs (i.e. not bachelor’s, master’s, or PhD) and submitting study permits after November 1, 2024.
- Students who submitted their permit application before June 25, 2025 are grandfathered under the old list.
💡 Why is IRCC doing this?
This is a clear strategic shift aligning immigration with real labour market demand. Fields no longer facing shortages have been removed. High-demand occupations — like teachers, dentists, CNC technicians, and cabinetmakers — are now prioritized.
🗂️ PGWP is no longer “just a work permit” — it’s a first filter for permanent residence.

🗣️ New Language Requirement:
All PGWP applicants must now meet minimum language thresholds in English or French (CLB/NCLC levels):
Bachelor’s, Master’s, or PhD: CLB/NCLC 7
College diplomas, certificates: CLB/NCLC 5
→ So even if you study the right program, weak language scores can still cost you your PGWP.
