ELIGIBILITY REQUIREMENTS FOR CANADA’S HOME CARE WORKER IMMIGRATION PILOT 2025
If you’re working in the home care field and currently living in Canada, this is essential information on the eligibility requirements to apply for permanent residence through the Home Care Worker Immigration Pilots (HCWIPs).
🔹 You must meet at least one of the following (having both is even better):
✔️ Recent and relevant work experience
✔️ Recent and relevant training credential
If you have both, you should submit proof of both.
📌 PART 1: WORK EXPERIENCE
⏱️ Minimum requirement:
At least 6 months of continuous, full-time work (≥30 hours/week)
Work experience can be from inside or outside Canada
📍 Specific Requirements:
- Must fall under one of the two program streams (Child Care or Home Support)
- Must match the NOC job description and main duties
- Must be gained after the age of 18
- Must be accumulated within the 3 years before applying
- ❌ Work experience gained after submitting your application will not be counted
📌 Nature of Work:
- Experience must be continuous: 6 months without breaks (reasonable paid leave is accepted)
- If you changed jobs, there must be no gaps between them
- You may combine multiple part-time jobs, but they must total at least 30 hours/week for 6 consecutive months
✅ If you worked in Canada, the work must have been authorized:
With a valid work permit, maintained status, or under a public policy
⚠️ Exception: If your work was unauthorized, you may still qualify under a public policy, but must meet additional requirements.
🔍 Eligible NOC Codes
1️⃣ HCWIP: Child Care – In-home child care
- NOC 44100: Home child care providers
❌ Experience as a foster parent is not eligible - NOC 42202: Early childhood educators and assistants
❌ Only assistant experience is eligible.
Experience as an early childhood educator, daycare teacher, or supervisor does not count, as the HCWIP only accepts assistant-level roles under this NOC.
2️⃣ HCWIP: Home Support – In-home support for adults
- NOC 44101: Home support workers, caregivers, and related occupations
- NOC 33102: Nurse aides, orderlies, and patient service associates
✅ Experience in long-term care or institutional settings under NOC 33102 may be eligible
📌 Note: You can only combine occupations within the same stream (Child Care or Home Support).
Mixing occupations from both streams is not allowed.
📌 PART 2: RELEVANT TRAINING
🎓 You must have a training certificate or diploma from a program lasting at least 6 months, completed in Canada or abroad.
📍 Training Program Requirements:
- Must target NOC codes from only one stream
- Must be at the post-secondary level
- Must be full-time training: at least 15 hours/week
- Must be conducted mainly in-person, not online
- Must have started after you turned 17 years old
- Must have been completed within 2 years before applying
📝 If you completed this training outside Canada, you do not need an Educational Credential Assessment (ECA) unless you’re also using it to meet the education requirement.
🔍 Eligible NOC Codes for Training
1️⃣ Child Care
- NOC 44100: Home child care providers
- NOC 42202: Early childhood educator assistants
❌ Experience as a full early childhood educator, daycare teacher, or supervisor is not accepted
2️⃣ Home Support
- NOC 44101: Home support workers
- NOC 33102: Nurse aides, orderlies, patient service associates
⚠️ Training is not valid if:
- It targets other occupations (e.g. medical fields not listed)
- It was conducted mostly online
- It was on-the-job training (not formal classroom-based)
📌 Important Notes:
- This applies to the “Workers in Canada” stream only, starting March 31, 2025
- The stream for applicants outside Canada will open at a later date
