Exemptions & Accommodations for Canadian Citizenship Applications 2025
If you (or a loved one) are in the process of applying for Canadian citizenship but are struggling to meet certain requirements, don’t worry! The Government of Canada now offers two special support options through Immigration, Refugees and Citizenship Canada (IRCC):
🔹 1. Accommodations – Helping You Meet Requirements Fairly
This support is for applicants who are capable of meeting the requirements but need some adjustments to complete the application process.
👉 Examples of accommodations:
- Event venues with wheelchair access or permission for service animals.
- Study materials provided in Braille or with interpretation services.
- Additional time granted for the citizenship knowledge test.
💡 Note: These adjustments help you better access the process without changing the core requirements.
🔹 2. Waivers – When You Are Unable to Meet Certain Requirements
If, due to special circumstances, you are completely unable to meet specific requirements, a waiver will allow you to bypass those conditions without negatively affecting your application.
👉 Who qualifies for a waiver?
- Adults (18+): Exempt from the citizenship oath if suffering from a mental disability preventing them from understanding its significance.
- Minors (14-17 years old): May be exempt from the citizenship oath on compassionate grounds.
- Adults (18-54 years old): May be exempt from language and knowledge requirements if they qualify under compassionate grounds.
🔹 3. Compassionate Grounds – When Are Waivers Considered?
You may request a waiver if you fall under these circumstances:
- Serious, long-term illness or physical/mental disability.
- Psychological trauma due to war, torture, or time spent in a refugee camp.
- Limited literacy or education in your mother tongue.
🔹 4. Requirements That Can Be Waived
If you qualify, you may be exempt from:
- Language (English/French) and knowledge of Canada requirements (for applicants aged 18-54).
- Citizenship oath if valid compassionate reasons are provided.
- Physical presence requirements or parental signatures for minors.
🔹 5. How to Request a Waiver
The process is simple—you just need to prepare:
📄 A waiver request form (CIT 0116 for adults or CIT 0554 for minors)
📄 Medical documents or evidence supporting your special circumstances (CIT 0547 if applicable)
📄 Additional supporting materials such as personal statements or letters from professionals
🔹 6. What Happens After Submitting Your Request?
IRCC will review all the evidence provided. If the waiver is denied, you will continue through the regular application process and may still be eligible for accommodations.
❗ Important Note:
- Applicants aged 55 and older are automatically exempt from language and knowledge requirements.
- It is recommended to request support or a waiver as early as possible during your application process.
