Canada Implements Study Permit Application Cap for 2025

The Canadian government has announced a cap on study permit applications, limiting the total number of processed applications to 505,162 for 2025. This policy will significantly impact international students planning to study in Canada.

📅 Duration of the Cap

  • Effective: January 22, 2025, to December 31, 2025.
  • ⛔ Once the cap is reached, any additional applications will be returned, and application fees will be refunded.

⚠️ Note:
The figure of 505,162 represents the total number of applications to be processed, not the number of study permits that will be issued this year.

✔️ Who is Exempt from the Processing Cap?

The following groups are not affected by the cap:

📜 Study Permit Renewals:

  • Students renewing their study permits at the same Designated Learning Institution (DLI) and for the same level of study as their current permit.

Individuals Under Unenforceable Removal Orders:

  • Holders of a Temporary Resident Permit valid for at least six months.

Special Cases:

  • Those sponsored by a family member in Canada (in-land sponsorship).
  • Protected persons or those who have applied for permanent residency.
  • Family members of the above groups.

📚 Exchange Students:

  • Students attending DLIs as part of exchange programs.

🏫 Schools Managed by Federal Departments:

  • Institutions directly administered by a federal agency.

🎓 Global Affairs Canada Scholarships:

  • Scholarships specifically for non-Canadians, funded by Global Affairs Canada.

🇫🇷 Francophone Minority Communities Pilot Program:

  • Participants in this program are exempt from the cap.

🛡️ Special Public Policies:

  • Applicants covered under federal public policies enacted in response to crises or emergencies.

👥 Study Permit Exemptions:

  • Indigenous persons and their family members, as outlined in temporary public policies.
